As an old muffler shop pro, broken bolts were all too common, especially living here in Michigan. Depending on where the bolt is, depends on the method of extraction. The fastest and easiest for me was the torch and "blowing out" the broken bolt or stud. I ran into this in exhaust manifolds. An acetylene torch with a medium flame directed in-line with the bolt is the way to do it. As soon as the metal on the bolt begins to "puddle," I would pull the oxygen lever and the shower of sparks would begin. This takes expertise, though. You wouldn't believe this until you've seen it done, but it will blow the broken bolt right out of the hole and leave the threads. I have done it many times over the years. If the part is moveable, call your local muffler shop and see if the have a seasoned pro there---you'll be amazed.
