If the transfer pump blades and liner are worn inside, that will cause hard starting. The 7040 pump will fit, BUT the max fuel setting is less so power will be down. Unless the 7040 engine has been running recently, it may not work anyway due to stuck internal parts caused by old stale fuel. Try using the hand primer without loosening the lines, if you see white exhaust smoke it's getting fuel into the chambers, but compression heat is too low for engine to start. AC direct injected diesels are not known to start well cold anyway in my years of experience. The need intake manifold heat or ether much more often than other diesels for cold starting.
