Could be a stuck priority valve in the MCV valve behind the hydraulic filter, usual symptom is either 3pt and remote hydraulic outlet(s) work and the PS and PTO don't work or the opposite. Test, while trying to turn steering wheel dead head the remote hydraulic valve, if the PS works then it is the priority valve.
