Dash lever set to idle, the carb should be fully closed against the idle stop.
Dash lever set for fast, the throttle should be in the wide open position.
Inspect the linkage and throttle shaft. There should not be excess wear in any of the pivot points, nothing touching the linkage, binding, rubbing, etc.
Start the engine, again the throttle should be held against the idle stop when the dash lever is at idle, not the governor holding it at idle. If the governor is holding it at idle it will be prone to surge and not idle consistently.
Bring the RPM up to full governed speed. Manually push the throttle closed at the carb. When the engine idles down, release the throttle. It should instantly spring wide open and modulate down to the governed speed.
If it is surging, try richening the mixture.
Keep in mind, the governor's sole purpose is to maintain the selected engine speed. It can only work as well as the engine allows. If the engine does not respond to throttle position, the governor doesn't care, it just positions the throttle.
