There is a high probability that the left track clutch is not releasing. If it turns right when the right lever is pulled, and goes straight when the levers are hands off, the right track clutch is working correctly. To turn, that dozer uses three components. The first is that it has no differential, it is solid, both tracks get equal power through the ring and pinion drive and finals. Between the ring and pinion is a large multi plate track clutch (one on each side, driving one track each). Around this clutch is (IIRC) a band brake that attaches to the lever and foot brake on that side. Pulling the left hand lever a few inches releases the multi disc clutch on the left track. this stops power from going to the left track. The right track is still under power, so the machine now drifts left if just traveling or turns left if pushing or pulling a load, but not sharp left. Pulling the lever back farther hard causes the band brake to grip the left clutch housing slowing it (or stopping it). if more braking is needed, the foot brake on that side just adds to the effort on the left turn lever, stopping the track. the clutch is not releasing on that left side. it is a major task to access the track clutches. they are heavy and require special tools to disassemble as they have a radical coil spring inside each one. I have owned a TD-18A with that problem, and fixed it. It was left in a creek on the left side and got water in the left clutch and final drive. Like yours it only turned one way. Parts can be found, or just cleaned up and reassembled if OK. I would guess the feel of the levers are about equal when pulling them back, indicating that the release bearings are both adjusted OK.
