With the filter off the first thing on the plate is a big gasket/oring it should be the same size as the outer filter. Then the filter goes on then the other big oring then the cover. So now these two orings are preventing the filter from leaking at the outer edge where it meets the metal.
Next thing down is the small oring then the bolt. This oring prevents leaking between the top cover and the bolt head.
Now you ready to loosen the little tab bolt on the top cover and turn on the fuel. Let it run till all the air is out the filter and tighten the tab screw.
If you did it right there should be no air in the system and it should start right up.
