If you want to work it in 1 pass yes the slower the better but a few passes with a tractor doing 1.5 mph or less will still do a good job
I know my tiller is larger than most on here but it s added weight helps it to get into the ground
I ve had digging ground so hard it was sliding to tractor tires and lugging the engine down a few hundred rpm s, but on the second pass it was loosening up and starting to look good
