Lots to check. First and cheapest is to clean all connections from battery to starter, then to solenoid or switch, then check for voltage at battery then at starter. Then check again with starter rolling engine over. Now if none of this changes anything or bad battery or connections then fix and go to work. If still nothing then you need to check starter by removing and check with a battery. It will jump fast and hard if good when connected to a good battery so have it held good with a vise or better on the floor with a wood block on each side and a board over top and a foor holding down on the board so the starter is tight and not free to jump around. If it works then you need to check for bad cables like broken inside the ends or the insulation. If those check out you must have a relay,solenoid, or switch that is not making the connection. Will need to check for voltage on all of these things.
