You just named the two most likely scenarios where you're most likely to be in an accident. Close to home where you spend the majority of your time on the road, and on a long trip where you are driving for long hours and your concentration isn't always 100%.
There is a law because deep down we are all children, in that we are unable to visualize the benefits, or consequences, of performing, or not performing, a given task UNLESS we, or someone close to us, directly experience those benefits/consequences.
It's a law because otherwise most people would not do it until it is too late, AFTER that life-changing accident. Know a couple people like that. Refused to wear their seatbelt and kowtow to "overreaching government" then had a "come to Jesus" moment, and now wear their seatbelt religiously. Ironically one was a cop who's job involved enforcing seatbelt law.
If people could just visualize their head going through a windshield, they'd wear their seatbelt.
