I was in wallyworld looking at tires and had no idea as to how long my TPMs would last if I didn't change them with the new tires. Tire installer said that if one fails after the purchase its not a problem to mount new ones. Said the cost of the TPM and the fact that you bought the tires here covers any installation fee. No mention of having to remove the tire. Just break one side and push it back out of the way for the exchange he said.
I asked the state inspector about TPM requirements for state inspection. Inspector said that there is no requirement for the TPM service light to be out to pass inspection. So, the last set of tires I bought I had regular valve stems installed and keep tabs on my tires like I did for 50+ years. The TPMs is over in the corner of the dash and doesn't annoy me being on.
