Where did you get the rotor? Is it thicker than to old one? You may want to measure the length of the studs to see if you could have enough threads to get the lug nuts on. I have had this problem when the gave me the wrong rotors. Also have had Chinese rotors the were not machined properly and didn't go on the hub all the way. Some had the web to thick and some had a ridge at the outer edge and wouldn't go on the hub far enough. Also had a rotor that that wasn't machined true. It wobbled when spinning. That one caused a pulsating brake peddle that took me hours to trouble shoot. I am very unhappy when I return new parts that are defective and I let them know that. Measure everything you can think of to see where the problem is. Dave
