Test it with air filter removed, if it helps install new air filter. If no change ADVANCE the injection pump timing slightly. With engine off, loosen the three pump stud nuts, and push top of pump TOWARD engine to place the pump flange mark about 1/8 inch higher than the gear case mark from where it is now. Pump has no speed advance on that application, sometimes a slight timing change helps stop the high speed no load miss. Don't advance too far as that will make engine start harder when cold.
