The uncontrolled RPM is definitely a governor problem.
If it got like this on its own, look for a mechanical failure of the governor itself. If this happened after working on the carburetor or any throttle linkage it could be an adjustment problem, or a link was improperly installed.
A little governor theory of operation, when you call for an increase in RPM, you are applying tension to the governor spring, which pulls the throttle open.
As the engine speed increases, the spinning weights inside the governor try to over ride the spring and push the throttle closed. It's a simple balancing act between the 2 forces.
I can't give you specific information on that tractor, but if you can find a shop manual, it will be a very wise investment.
