The governor lets you set an engine speed with the throttle lever, and as the load varies, the governor is constantly working the carburetor throttle plate to hold your set speed. To run without the governor, you would have to link the throttle lever to the carb, and you would have to be constantly working the throttle lever to adjust engine speed as the loads changed and preventing engine overspeed if the load drops off suddenly.
