So you want to blind every person you meet on the road with ill adjusted lights that will not set right nor do you any good. I think all those fog/driving lights should be very limited as most are so poorly adjusted they just blind oncoming traffic and most use them even when there's no fog or problem with visibility. Most people can't even tell if they are set right. Except the guy he meets in the road. There does not seem to be any requirement for them to have to be adjusted either. Lights properly adjusted don't blind the oncoming traffic.
