Could be with the plugs in and making compression, the starter is drawing away so much voltage there is not enough left to make spark.
A very common problem with 6v systems is trying to use automotive battery cables. They need to be heavy duty size 0 or 00, not the light gauge 12v cables.
A worn starter will also draw too many amps, robbing the coil of enough volts to spark.
Of course the battery must be fully charged and healthy. Everything must be right for a 6v system to reliably work!
If it has not been run in a while, try adding a teaspoon of oil to each cylinder to lube the rings and raise the compression.
Something you could try, temporary a 12v battery in just long enough to get it to fire. It won't hurt anything, just don't leave the ignition on or run it more than a minute or so, and don't marathon crank it! Do not try jumping it with the 6v battery still connected, it can damage or explode the battery!
If it still won't start, disable the spark, hold your hand tightly over the carb air inlet and give it a crank. You should get strong vacuum and your hand wet with gas. If no vacuum, there is a valve problem, likely stuck open. If vacuum and no gas, there is a fuel delivery problem or clogged main jet.

In the exhaust you can hear an occasion 'poofing' sound like somethings not firing on all cylinders. Under loaded conditions the tractor seems to lack power and it belches black smoke out of the exhaust. For some reason it just doesn't want to start up without cranking and cranking the starter. All these conditions can be signals that your unit is in need of a tune up. Ok, so what is involved in a tune up? You say, swap plugs and file the points....now tha
