With the pedals adjusted correctly on the 9N/2N, pushing the clutch down part way disengaged the clutch.
Pushing it further down also applied the brake on the left side.
The left brake could still be used for steering assist by itself.
Ford moved the pedals for the 8N and later because people didn't (or couldn't at the time) read their manual so they had the same complaint.
I've owned several of them where the left brake was frozen up because people didn't adjust them correctly and they didn't get used.
