Farmall 350 Starting Problem

I parked my Farmall 350 in the middle of November (when it was running great and started really easy). Now, in January, I tried to start it and it won't even rotate the engine (the fan blades move about 1 to 2 inches and fall back when I release the starter). I've tried a new battery and warming the oil pan. Does anyone have any other ideas? The tractor was left outside under a tarp. Thanks for the help.
