My guess is rockshaft piston seal part #AL33017 has failed causing rockshaft to lower then raise continuously while engine is operating. This condition has been referred to as "hiccupping"
I agree with EDF that the small o-rings have a long history of wearing out. I suggest to remove rockshaft housing & replace all o-rings under the housing in conjunction with replacing RS piston seals. All o-rings/backup washers to correct your tractors 3 pt problem should be in a kit.
3 PT control lever has friction washers that need to have more spring tension or are worn out that were designed to keep 3 pt control lever stay where operator places lever. Which according to 2140 parts schematic could had adjustable or spring tension.
Rate of drop screw only controls how fast 3 pt lowers but has zero to do with 3pt raising speed. R-O-D screw can be turned fully clockwise to stop 3 pt from lowering if piston seal is holding pressue.
