If it is a sausage sized brass extinguisher with a T handle on the end, it is a carbon tetra-chloride extinguisher and is both not able to be mailed, and not to be used on any fire ever. If empty it can be mailed as is with no issues. A hazmat disposal of the liquid in it should be done. Heat causes Carbon-Tet to turn into Phosgene Gas. Which is a deadly nerve toxin and will kill people. Call the local Hazardous waste office for disposal info. Seriously bad stuff. Jim
