It is a variation on 3pt draft control. You need a ground-engaging implement on the 3pt to make it work. Such as a plow.
At one time one of the early adopters of 3pt hitch offered a traction enhancement device which was basically a gin pole attached to the 3pt hitch, with a chain that ran down to the tongue of the towed implement. The idea was that lifting on the 3pt hitch would put the weight of the implement on the rear wheels of the tractor. It did a great job bending wagon tongues according to my Dad.
