Make what is needed out of 2 x 5/8 inch bar. If a yoke type connection is needed cut additional pieces to weld on each side. Odd that it would not work properly in its original configuration. I think it may be a possibility that a hydraulic cylinder was just placed in place of the top link. The cylinder may not extend to a long enough length to provide adequate adjustment. Do you have the original top link, how does it compare in length to the hydraulic one. Sorry if this is emotional but I suspect the previous owner is not available to ask questions too.
