When I worked in an automotive machine shop we would take a head like that and soak it in our hot tank first. Then we would magnaflux it and if it didn't show any cracks with it that rusty we might bead blast it to clean it up a bit more and maybe magnaflux it again just to make sure. After that probably install new guides, of course they will need to know what the installed height of the guides should be, then cut out for and install new seat inserts. From there we would take a light skim surface cut on the head surface to make sure it is flat. After all that reface and reseat the valves and your head will be as good as new. Sorry for the long post, just wanted to cover all the bases.
