I would start with caping the intake at the head and then at the line from the air filter. With a gage and air chuck put about 25-30 PSI on it. Then see if it holds or leaks off. IF it leks off then check how fast. This should be an Air to Air system on it. If it holds then you can conclude the charge air cooler and connections are all good. If it leaks then you need to find out how fast it can leak and still be good. I simply used some PVC pipe caps for mine when I had a boost issue after a million miles and not getting boost this also told me that the turbo turned out to be bad. DO some looking and you will find air to air systems are just an air sieve by the leak off they can have and be good. I would not think they could get away with the large amounts they do. if just one boot is leaking it will effect power and performance like you mention. I'm guessing the charge air cooler is leaking. If not then turbo is going south.
