Does the engine turn at all? If it does it would be right near a miracle. I would say the only possible way it may be loose and able to turn is if it was not out in the actual outdoors for all that time or it was setting in a desert area. If the engine turns report that back to us. If it is locked and you need proof of what happens when old tractors set out unprotected pull the spark plugs out. On some of them if not all the part that sticks in the cylinder will likely look like a big rust barnacle. Next get a 5 gallon bucket and drain the oil. Likely multiple gallons of water are in the oil pan below the oil. After you get this done report back. I will go one step more than rustred, in my opinion looking for another tractor that runs for $1000 - $2000 would put you way ahead in total investment to have a running and useable tractor. Now if there is some emotional attachment to this particular tractor then you are heading into a heavy investment in a labor of love. Good luck! Let us know what you find.
