POR-15 is a good product, but it is not a rust preventative. It s called Paint Over Rust for a reason. It really requires the metal to have at least some light rust on on it. If you are looking to protect new raw metal, something else would probably be a better choice.
The kit comes with a cleaner to degrease the area and a rust converter that you apply after removing any loose rust or scale. Once that is dry, you apply the paint. The now converted rust gives tooth for the paint to adhere properly. If all the criteria are met, it works well and a quart covers more than you would think.
It goes on black, but UV exposure turns it gray over time and it gets a bit chalky, but I have never had any more rust anywhere I used it.
