The injector pump also turns at half the speed of the crankshaft. There has to be a 50% reduction somewhere between the crankshaft and the injector pump head. My guess is that the sensor is reading a full speed gear on the replacement engine and a half speed gear on the original engine. The sensor reads the pulse of each revolution of the gear. Your tach is calibrated to translate two engine revolutions per pulse. The correct tach for that engine would be calibrated to read one engine revolution per pulse. Repeat - that's a guess.
