Talked with a buddy of mine thats the Circuit Judge, also with a former Sheriff. Both said that unless there is a warrant for your arrest or you were pulled over for a traffic violation and were intoxicated or under the influence of illicit drugs and were impaired in which case you would be arrested, then a law enforcement officer can not confiscate your cash money. You may be on the way to purchase an item or on the way to the bank to deposit cash money from selling an item and it is no business of the officer of why you have cash on you, lawsuit would be inevitable for cash money confiscated just because you have it.
