On a tire with a tube like those tractors in the picture the water pressure is just going to push the valve stem in the rim and the tire will fill with water pressure equal to the outside of the tire so it will stay on the rim.
On a tubeless tire the pressure will flatten the tire. It might rip the tire or it might push it off the rim. But as the water rushed in the pressure will equalize inside and out and the tire will take its normal shape.
