I am thinking the water psi would be from all directions at the same time. Even when it is only a thin film between tire and tube. At some point the weakest spot would rupture and then psi would instantly equalize.
If the stem valve was gone the tube would collapse as if you hooked up a vacuum pump to the valve stem.
