Do not really know the thinking behind the light position other than that they are out of the way. European laws do not allow them to be mounted up on the rear wings as they are on some tractors over there but, where they are, means they are not in the way of front mounted loaders and other implements or any belt driven equipment. In the 1960's every manufacturer went to front mounted rather than side mounted, over this side of the pond.
Today, tractors have roof mounted lights as well as the front mounted ones but they are not allowed to be used on the road and are classed as work only lights.
