Could just rent a tractor for this job annually and save the purchase cost. Would be cheaper than the interest on the purchased tractor. Most older 4WD's will not have a PTO so now your into things like the 4850Deere or a 7140IH even some of the Agco options Then you are into just a 2wheel drive with at best MFWD on it. IF that matters the 7140 will idle down to about .4 MPH but wot is more like about 1.2or1.3 and this is with 42's on it if you dropped back to 38's or even 34's it would slow you down quite a bit or look for mudders from the truck farming areas. They would be on some big tall tires so could easily slow it down with shorter tires on them. Could you just pull the tractro running it with another tractro so you would be able to use the throttle for slower travel? Yup it would be a pain but could work.
