They're never going to use "waste" land. It's more expensive to develop than flat open farmland. The whole point of building ANYTHING is to make money, as much money as possible. Leveling out rugged ground, reclaiming contaminated industrial sites... That all COSTS money, evidently a LOT of money considering how much money they offer farmers for the use of their land.
Yes, it's what they SHOULD use, but they never will, as long as farmers will lease them prime flat land.
