Even if the transmission oil is low, it's not your problem. It may have caused the problem, but it won't fix the problem.
Unfortunately there's no one "smoking gun" thing that causes your specific problem. It will require some disassembly of the tractor, possibly MAJOR disassembly, to determine what is wrong. There could be a piece of metal getting kicked up and jamming the gears. There could be a bad bearing somewhere. There could be any of 100's of causes. The only way to determine what the problem is, is to look.
