The county's in INDIANA get Local road and street money for every mile of road on the books ,,. Whether it is paved or dirt. However ,In this situation It could be in the best interest of EVERYONE to close the road and keep the public out . The Landowners must provide Egress and Ingress rights to anyone that is landlocked and that should be recorded as a ammendment to both affected deeds simultaneously when the road is officially closed. Tha ios where You might have differences of opinion troubles ,,. 12 ft is the minimom I have seen ... BUt some might ask for a 30 ft right of way. which is probably about what the county had on the record . Beyond that 30 ft if someone wanted 60 ft .. Then i would think They would have to buy it. You need 60 ft in my County to build a subdivision .
