If the cooling system isn't holding pressure due to a small leak, the temperature gauge is going to be a bit misleading. 'Normal' temperature on the gauge is probably around 210°F, and water boils at 212°F at atmospheric pressure. So you can have a situation where the coolant is actually boiling but the gauge says everything is OK.
If it was me, I'd pay the second service center for the repairs and try to stiff the first guy. Of course, if the original dealer is smart, he'll never let your tractor out of his shop until you've paid the bill. In which case I'd talk to a lawyer.
