Taken in context with your other thread about the 8" wide wheels things make a little more sense:
You need the wider rims to be able to move the wheel in 3". There simply isn't enough width
I expect that the spindles are the way that they are, so standard commonly-available wheels can be used without the tires rubbing the knees. I bet an 11L-15 with standard backspacing wouldn't rub, maybe even a 125L-15. Keeps cost down, rather than having to source rims with special backspacing like IH for example.
