If the additional additives did anything to clean the exhaust or reduce contaminants being exhausted, the EPA would mandate those additives for all gasoline.
And as long as those additives do not contaminate the exhaust they are allowed by the EPA.
And as John in LA says, all gasoline comes from regional terminals and sold to all stations in that region. Which means the base fuel is the same as far as being clean and contaminants.
Does it do what Top Tier claims? Probably but it will not make the exhaust cleaner in any way.
