If mechanical linkage to the wheels look for a sheared pin or key. If hydraulic steering with no mechanical link to the wheels then you need to check for other things like if you have other hydraulic systems working on the tractor like remotes in back or brakes PTO any of the other hydraulic things. If not then start with oil level and filter change if no better then it is floe rater time which means going some place that has one or finding someone to come out with one.
