If you look at the rear axle you see oil caps not flanges to drive the wheels. And if you look at the spring suspension brackets on the frame you see the ends of the spring for the axle on each side so I would doubt it is a lift axle and definitely not a live tandem. So it is the deal breaker for me. With juice brakes, there is no air to lift a lift axle, unless it has an under hood air compressor. Which you do not see in any of the engine under hood pictures. Now we are down to a hydraulic or self contained unit to lift the axle and you don't see anything like that in the picture of up under the back of the box frame where you can see the ball hitch on it. IF there was much of any lift system you might be able to see lines or something there. So my money would be on a dummy tandem This is the best I can discern of that from what I observe of the pictures and would welcome a better proof of what it is.
