Starter Problems???

Can any one help me ?? I have a 9N Fordson Tractor and when I try to start the old girl the starter disengages right away even when I only get a slight firing on the engine. This is not to much of a problem when its warm in the summer but in the winter its a real bear. Is my starter drive shot?? or was it designed this way??
