Have you ever changed the oil in the pump? Seems a lot of Deutz pumps are not engine lubed and require frequent oil changes. Suspect the oil has not been changed in the pump and now you have a very worn out pump internally. Well let's hope not. I believe on that pump there is two idle screws on the back of the pump govenor. Back out both and turn the top one in till you achieve a slow idle speed. This will be the one with a 10mm head on it.Lock this one down and adjust the lower one to bring the engine up to proper speed. The lower one has a buffer spring in it which should fix the surging idle. If this does not help, remove pump for a major rebuild. The govenor weights run on the end of the camshaft in the pump and when the bearings fail due to lack of oil the cam moves back and forth causing the surging problem.
