The PTO on the c's H's & M's were not constant pto's, meaning that when you press on the clutch to change gears the PTO would stop. I don't think you want the hyd to stop every time you press the clutch. I would check out the cloged filter idea first unless you have a foaming problem. I had one on an M and solved it by switching to HyTran fluid and installing a 5 gal hyd tank. Actually a 5 gal bucket with the proper fittings and a breather strapped to the loader frame. The M's belly pump's tank is on the small side for loader work. This is magnified if you don't use hyd oil. If this dosen't work I would first replace the controll valves then the pump. The loader on my M worked fine just not as fast or as easy as on a newer tractor (reverse was kind of slow).
