Yes that's what they are talking about. I believe
the name of the company that made them was Rockwood Paper Pulleys. They were supposed to
grip the belt better than steel pulleys. They
were made from wood pulp. There was a good article
on the history of the company and how they were
made in either Antique Power or The Belt Pulley
magazine a while back.
