In addition to Gman's pointers, you should be able to tighten the pulley brake adjustment to stop the "re-engagement". What happens is that if there is too much movement in the disengaged position, the fork shoves the whole clutch assembly into the PTO drive gear, which rotates with the crank. The pulley brake has to engage before the pulley moves that far. JD solved this problem in the 20 & 30 series w/stop bolts on the fork, but 60's & 70's were real bad about doing what you describe. Hope I haven't confused you more-Ron.
