Bull Gear Cap Screw Tightness

I have a question the tightness of the bull gear on a 1949 Farmall M. Is there a specific torque value for the cap screw that hold the bull gear in the splined end on the axle? I had to loosen the cap screw to move the axle and housing so that I could repair a leak between the axle housing and transmission housing. I took the PTO out and loosen the cap screw about a quarter of an inch. The cap screw was not very tight, should this be? The cap screw on the other side was of the same tightness. I put eveything back together and put about 10-12 ft-lb on cap screw and then I had a hard time pushing the tractor. I looked and the bull gear was rubbing. I then tighen the cap screw pretty tight and the tractor moved alot better. Is it okay to have it on that tight? If there is a torque value on that cap screw, I would greatly appreciate any ones time if they have the answer. Thank you John Kohout
