It's a rather expensive deal(ha ha ha) but what we do is cut some pieces of coffee can and wrap it around the splines on the spindle at the top and leave a little sticking up and bend it over the top of the spindle work with it to get in down into the splines them place the steering arm with attaching bolt and pull it down. you may have to try several times but it will come out ok. we usually have to replace the tin shim each year..Hope this helps if not go looking for some new or good used parts.
