Injector pumps turn over with a lot of resistance normaly. You can try putting WD-40, or another non corosive penatrating fluid in all the holes in it. Remove the timing cover (if equipt) and fill it all the way up with penatrating fluid. Alow it to set overnight and see if it hasn't freed up. This is not a health practice but you may get lucky and find that it will work fine.
