If it is confirmed for certain that the sleeves are dry, welding on the inside surface with stick electrode will shrink them to permit easy removal. Before removal, explore all possibilities for reuse of the sleeves without removal. Some sleeves can be bored 0.10 if pistons are available in that size. Welding will ruin the sleeves for reuse.
