Yeah, they were really laminated paper material on the belt contacting surface, with a cast iron or forged steel hub and "skeleton" or spider. The laminated paper had much better "traction" and would hold belt dressing better if the belt was still prone to slip, and they were sometimes. Some all metal pulleys had a pattern of square cut grooves on the belt surface to control slippage, sort of like ###### cut right into the pulley face. We used to call the paper laminated pulleys "Rockford Pulleys" sometimes because Rockford was a prominate manufacturer of these type of pulleys.
